Always include a "forward a copy of this ezine/ tell your friends" blurb in a prominent place in each issue. Make sure you include the list subscription address as well.
Some people do tell their friends and colleagues about a good ezine, and will either forward a copy or send the email address to sign-up. Capitalize on this tendency by helping them do it.
Whilst a reminder makes it all the more likely these people will recommend you, more importantly, it also suggests the idea to your other readers. To "newbies," your request in itself hints that this is a regular occurrence, something other people do all the time, further encouraging them to do the same.

It can be tempting to add an incentive for referrals, but you may find you end up with more spam complaints than it's worth.
A better way to use an incentive is in conjunction with a "Recommend This Site" referral form on your Web site. Offer a valuable gift in exchange for site visitors providing the names and email addresses of several friends.
Don't directly subscribe the addresses of these people (you don't have their permission). Instead tell them about your ezine in the email from their friend, and offer them a valuable freebie if they subscribe. It's a simple but effective way to extend your reach.
