Static pages. Formatting nightmare. « WordPress Support

I have a very basic question. I need to create static pages with title1-list1-whitespace-title2-list2-whitespace-title3-list3-. How do I do this? I tried to add p-tags after each list. No effect. I tried to add hr-tags after the lists. No effect. I tried to mark the headers with h2-tags. No effect. Is this a feature or a bug? Some tags, like hr and h2, have no effect on output while all p-tags are wiped out without my . (continues)
